What would it matter if this had been planned for weeks. The key word here is ‘weeks’. I.E. the federal government in the middle of a pandemic decides to re-write their website to claim they’re suddenly not responsible for providing states with support. Why do you need Kushner to be involved for that to be bad?

The consistency seems more on the part of the WH staffers -- few people who speak for the administration want their names associated with it.
