What causes the illusion? I've never heard of it. Something to do with curvature?
I grew up in Kansas where the cold night air would get trapped under a layer of hotter morning air. This causes the mirage effect here, where the light rays from farther objects are curved differently than light rays from nearer objects. Looking at the grain elevator in the next town over, it would appear to be floating on shimmering water, at least for a little while until the morning sun comes up and hits the lower levels of the air and warms them.

When you mentioned water, first thing I thought of was a mirage, so I assum this is closely related to the typical mirage.

Star Blazers! One of my favorite TV series from the 1980s! I would rush home from school to watch it. I can still hear the theme song!

There is a live action movie of it in Japanese and dubbed into English that is pretty good.

Light Refraction. As light passes between mediums with different refraction indexes, it bends. Layers of air with different temps have differing refraction indexes. The water tends to make a layer of air different temp than the air higher up. In this case, it's a superior mirage, which means the layer of air above the water is colder than the air higher up.
