Exactly....so it is up to congress to decide by legislation. The ERA had a time limit; it has since expired.Article 5 of the Constitution makes NO mention of time limits

Well, you can only hope......Then it won't be a problem when congress overturns the time limit (since time limits are not part of the Constitutionally mandated process) and we go ahead and pass ERA.
