This is all because of the virus honestly, I feel. None of this would've happened before the virus, and the army wants to make sure that the virus isn't being exploited by criminals

Think about it: one of the best ways to destroy a huge country is to deploy a dangerous disease. The disease is especially effective against dense and large populations, because then contact is very common. I still believe the disease was just natural and not manmade. But that won't stop criminals and even foreign agents from attacking and damaging the country during the pandemic. It's like attacking a wounded prey, and enemies may be going for the opportunity. And yes, enemies can persuade Americans to turn against themselves, especially under panic of the virus. There are some gangs within America that are connected with foreign countries within America.

And yeah, civil war implies that American soldiers will be fighting Americans. That's not surprising honestly. Just like in our first civil war where the Feds fought against the Confederate states.
