Initially, the interim US Embassy in Arnona will contain office space for the Ambassador and a small staff. By the end of next year the plan is to open a new US Embassy Jerusalem(annexation) on the Arnona compound that will provide the Ambassador and his team with expanded interim office space. Meanwhile, the State Department hopes to find a suitable site for a permanent US Embassy in Jerusalem, the planning and construction of which will be a 2-3 year undertaking. ... Suggestion: Why can't the current US Embassy in Tel Aviv become a secondary/backup home for the consular operations of Consulate General Jerusalem currently located in Arnona; while still housing some US Embassy staff, aides, etc ... AND ... the enlarged(annexation) former Consular General Jerusalem building in Arnona become the permanent home for the US Embassy Ambassador, his team, their aides, extra security, etc? Symbolic US Embassy even if Ambassador and his team divide their time between Arnona and Tel Aviv.

It seems like Too-Much To-Do even if the US could locate another suitable Jerusalem site for constructing an impressive Embassy Complex larger than the current Arnona site. Bibi might prefer a smaller US Embassy footprint in Jerusalem than Trump envisions; such as already exists at the consular operations of Consulate General in Arnona.

US Embassy personnel would still remain in Tel Aviv just in case the Jerusalem complex in Arnona comes under attack. The Ambassador and his team can travel between Tel Aviv and Arnona via a Heliport/Helistop atop each building in Tel Aviv and Arnona. In effect both the US Consular General and US Embassy should have offices in both Tel Aviv and Arnona, Jerusalem.
