There was a time when America was situated to control, somewhat at least, egregious behavior like this.
But America is no longer the power broker of the region. Russia and Iran have taken that place, and whatever America is now doing, it is doing from the sidelines.
That is by choice of the American people.

Trump calls the action today proportionate, because that is all that is available to him. It is more than symbolic, but it does nothing to change Assad's position in Syria.
