I think it would be fair to say that the same Republicans who are backing Trump now will throw a major hissy fit with a collective gnashing of teeth if the next Democratic President tries to declare a national emergency to fund a pointless project he or she is pushing to appease their voting base.

Lawmakers of both parties have raised concerns about Trump declaring a state of emergency, and even some Republican say it could set a precedent for a future Democratic president to go around Congress.

Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer said in a joint statement, “Declaring a national emergency would be a lawless act, a gross abuse of the power of the presidency and a desperate attempt to distract from the fact that President Trump broke his core promise to have Mexico pay for his wall.”

Senator Susan Collins, a Republican from Maine, said Trump’s use of a state of emergency is of “dubious constitutionality” and will face challenges in court.

“I certainly have concerns about using the emergency declaration for this set of circumstances but let’s see what happens,” said Senator Roy Blunt, a Republican from Missouri.

Let Trump declare a state of emergency to build his unnecessary wall that isn't even about a wall, and is certainly not about effective border security, but about appeasing his base. He can pave a path that we can travel in the future to effectuate meaningful and necessary change. The next president could declare national emergency on guns. It would be awesome if we could implement
recommendations made by the American College of Physicians on reducing firearm injuries and gun violence across the country. We can then do something about climate change more than having a thoughts and prayers approach. We can declare the number of outbreaks of communicable diseases that vaccines provide protection for but are underused as an emergency, as a reason to have more laws comparable to California's SB-277 eliminating the personal choice exemption for school vaccination requirements. We can declare a national emergency for the state of our healthcare. Donald Trump's actions now can be converted into benefit in the future.

Does "national emergency" have any official definition?

The relevant laws are, of course, anchored in the Consitution, itself, but even that relies on a sane, rational Executive, acting in his (or her) honest belief that what they are declaring a “National Emergency”, is, in fact, a situation so neglected and dire that this is the ONLY sane way to allocate resources.

Whether or not President Trump fits that bill, is in the eye of the beholder.
