You've got two different arguments going here -- let's stick to the sanctuary cities funding.
If a city is going to willing violate federal immigration law, why would they be entitled to federal funds?
Because Congress approved those funds. And under our Constitution, the legislative branch,
not the executive, has the power of the purse. (That's why, for example, Donald needs Congress to approve a budget for his wall).
And once Congress approves of funding,
only Congress can alter or cancel the funding. By attempting to do so by executive order
instead of asking Congress like he was supposed to, the President was acting unilaterally.

Because they didn't commit treason. Under the separation of powers, illegal immigration is a federal, not state, crime. Local law enforcement can assist federal agents when it comes to a specific individual, but it's not their job to "round up the usual suspects" for the feds.
