This Is How You Know You Are Born Again

You are not born again because you obey commandments. You are able
to obey commandments because you are born again.
1 Peter 1:
22 Since you have purified your souls in obeying the truth through the Spirit
in sincere love of the brethren, love one another fervently with a pure heart,
23 having been born again, not of corruptible seed but incorruptible, through the
word of God which lives and abides forever.

When you begin to feel a loving compassion for people who you would have been
indifferent towards in the past, you can be sure that is not your carnal nature.
You have been born again into a new nature. Even the wicked love their family,
but in the body of Christ, the beloved brethren are your family. Love as brethren.

By This We Know Love
1 John 3:
14 We know that we have passed from death to life, because we love the brethren.
He who does not love his brother abides in death.
15 Whoever hates his brother is a murderer, and you know that no murderer has
eternal life abiding in him.
16 By this we know love, because He laid down His life for us. And we also ought
to lay down our lives for the brethren.

When You Walk in the Spirit of Christ, You Are in Search of the Greater Love.
John 15:
12 This is My commandment, that you love one another as I have loved you.
13 Greater love has no one than this, than to lay down one’s life for his friends.
14 You are My friends if you do whatever I command you.
15 No longer do I call you servants, for a servant does not know what his master is doing; but I have called you friends, for all things that I heard from My Father I have made known to you.
16 You did not choose Me, but I chose you and appointed you that you should go and bear fruit, and that your fruit should remain, that whatever you ask the Father in My name He may give you.
17 These things I command you, that you love one another.

Yes, this is His Commandment
1 John 4:
20 If someone says, I love God, and hates his brother, he is a liar;
for he who does not love his brother whom he has seen, how can he
love God whom he has not seen?
21 And this commandment we have from Him: that he who loves God
love his brother also.

JS: Actually we are to love our neighbor and Christ answered exactly who our neighbor is, in the Parable of the Good Samaritan: One who needs mercy. Those that need mercy are not usually considered "Brethren" , at least not initially.

Love of neighbor fulfills the Law. We are not born again by the Law.
When we are born again, we are capable of a "greater love".
This is what the scriptures quoted in the OP address.
