There is something of an old maxim that goes like this: if you don't control the funds you don't control the entity. If I control the funds flowing into your bank account, you become much more likely to do things I want you to do. A perfect example is your employer.

I think where the US benefits from foreign "aid" is that the US becomes a major source of funds for these various "states." When the state relies on you for funding, it becomes much more aligned with your interests than if you don't control it's funds. And if the US as a source of funds withdraws, it becomes more open to someone else filling the void - like Russia, China, Iran, or someone not aligned with your interests.

"Don't bite the hand that feeds you."

I have seen one scenario (on TV) where the weapons that we supplied had a secret "back door" that we could use to our own military advantage. (I have a suspicion that the Chinese are doing the same thing to the electronics that they manufacture for us, if you want to get paranoid... )
