    How large will the reconciliation bill be. If physical infrastructure is added, I could see Manchin agree to more than $2.5M, enough to go over $4T so far (including the stimulus package). The number is rough, but Manchin will agree to something.

    This really open question is how much will the parliamentarian allow to be added that really isn't budget related. A DACA section will certainly be discussed. Some voting rules will be discussed. Perhaps incentives to cities and states that pass police reform might be included. Both Schumer and Biden seem to want to go as far as they can.

    Will Manchin allow a carve-out for two voting bills? There have been many carve-outs in the past. Once Manchin understands that 10 Republicans will not be allowed to vote for any bill, he will likely vote for the exclusion.

    I would note that the proposed legislation requires Voter ID's and prohibits states from mailing ballots to all eligible voters, rather than those who request them.
