    I watched a documentary that followed such police traffic stops in Milwaukee. Black crime is rampant there and the rationale for these stops is to remind them that the police are ever present and watching them. It is more a form of intimidation than harassment, and few arrests are ever made. The cops do stay within (barely) legal grounds when doing this. The blacks say this is normal and many report being stopped several times for what they consider petty reasons. It's all part of being black in a high crime area where most of the crimes are committed by blacks against other blacks. Of course the program is intended to reduce crime in those neighborhoods. Absent this intrusive police presence crime would surely increase.

    THE PEACE (SHALOM) of JESUS takes away all fear in any worldly circumstance, and any 'anger' that is unjustified. HE gives/ PROVIDES a way if any 'anger' is righteous (not wicked nor fleshly).

    JESUS TOLD US ALL AHEAD OF TIME - IF you follow ME, you will suffer much persecution . (no matter what color, race, etc)

    This is yet another racist statement, racializing crime as something different if committed by a white person versus a black person is textbook racism. Moreover, you talk about a documentary, while ignoring the statistics, black motorists are no more likely to commit traffic violations or carry contraband than white motorists; in fact, white motorists are more likely to have contraband, so using your logic, it points to a rampant white crime problem. Also talking about "crimes are committed by blacks against other blacks" is yet another racist statement because most crime is intraracial, thus singling out crimes involving only black people is needless... but of course, that has nothing to do with profiling of black motorists.

    Make sure you do your research before accusing people of racism.
    According to the FBI’s uniform crime-reporting data for 2016, 90.1 percent of black victims of homicide were killed by other blacks, while 83.5 percent of whites were killed by other whites.

    Why does it seem you are promoting or stirring up racism
    instead of simply seeking God's justice ?
    The same as all of us in Christ Jesus "DO"/ living HIS WAY, as HIS WORD directs and as HIS SPIRIT directs in line always with HIS WORD ?

    This news story doesn't surprise me at all, to be honest. This is America, after all, and this country does have a long established legacy of racism and discrimination against Black people and other minorities. I know you will find this information from the Arizona ACLU valuable: Driving While Black or Brown. This information occasionally circulates through some of the NDN social circles I'm in.

    It's not my intention to derail your thread and divert from the importance of addressing the ongoing injustice of Black people being targeted by police. I would, however, like to comment how Native Americans are once again left out of the discussion of being targeted by the police too. I would think that if the police brutality against the Native Americans at Standing Rock last year gained the attention of the United Nations and Anmesty International that it would also gain the attention of the general American public. African-Americans and Native Americans share a similar plight and history of being racially discriminated against in this country. I stand in solidarity with Black Lives Matter just as I stand with Native Lives Matter, Idle No More, and the American Indian Movement. I hope it's okay for me to share the following articles. I think they're in correlation with the article in your OP.

    IF what you posted about their actions is true,
    they are practicing racism, NOT stirring it up.

    In this thread you started, you ARE stirring it up, AND practicing it, it seems.

    Why not settle down to doing things GOD'S WAY as HIS WORD SAYS.?

    If I may weigh in, with all due respect and with no intent to debate or deride anyone in this thread. Speaking from 26 years of personal experience, I have been accused of being racist by some white people many times during my years of involvement in Native American social and political activism. But those accusations were never true nor fair and they were never substantiated when challenged. I came to realize a few months after I became involved in NDN activism that the accusation of being racist, as well as the accusation of spreading hate and white guilt, were nothing but fear tactics and attempts to silence me from speaking out against racial and social injustice against Native Americans. I have been yelled at, spit upon, and physically threatened by the same people who accused me of being racist. The point I'm trying to make in my post here is (1) free accusations of racism, as you put it, goes both ways in the realm of addressing racism, and (2) being a social activist, particularly when it comes to social justice for minorities, can be a very dangerous occupation. It takes true grit and a wholehearted committment to stay involved in for even a short amount of time, let alone 26 years.

    I'm not going to personally address SummerMadness because of what threads he posts or what he writes in his posts because we're only supposed to address the content of the post and not the poster.

    I just wanted to relay my own experience as a social activist because I have 26 years worth of experience to share. I don't want to debate in this thread or be drawn into an argument.

    I really doubt that to be the case. Sure, the cops may think that's how it works, but I question their assessment. If few arrests are made, then they're essentially stopping and harassing innocent people. That's a great way to erode the trust and support they need from the community in order to do their jobs, and it's exactly the sort of thing I was referring to in another thread when I said that it's easy to develop tunnel vision and do things that seem productive in the short term, but that are actually counterproductive when viewed holistically.

    Last time I remember an actual study on the topic showed that blacks actually violate traffic laws more often. Not saying that's the cause, but before we start shouting racist at everyone...It would be important to find out if one group does break the law more often than others.

    About the only people complaining about this are the drivers and passengers who are "out and about" in high crime areas at all hours of the night (when most of the crime goes down). Their parents are strangely silent on the matter (they are also the ones who call the police for help most often).

    The people "complaining" like the billionaire driving a nice car he bought with his own money? Or the numerous cases where people are searched unconstitutionally and without cause? You have facts in these stories and in the data, yet you are still repeating lies about black motorists.

    The data itself demonstrates that claims of criminal activity or possessing contraband is pulled out of thin air and directly contradicts the facts. Nonetheless, when the facts knock down the myths some seek to propagate, they continue to argue about the higher criminal activity of black motorists.

    What the Data Really Says About Police and Racial Bias

    • A report by retired federal and state judges tasked by the San Francisco district attorney’s office to examine police practices in San Francisco found “racial disparities regarding S.F.P.D. stops, searches, and arrests, particularly for Black people.” The judges, working with experts from five law schools, including Stanford Law School, found that “the disparity gap in arrests was found to have been increasing in San Francisco.” (Officers in San Francisco were previously revealed to have traded racist and homophobic text messages, and those working in the prison system had reportedly staged and placed bets on inmate fights.)
    In San Francisco, “although Black people accounted for less than 15 percent of all stops in 2015, they accounted for over 42 percent of all non-consent searches following stops.” This proved unwarranted: “Of all people searched without consent, Black and Hispanic people had the lowest ‘hit rates’ (i.e., the lowest rate of contraband recovered).” In 2015, whites searched without consent were found to be carrying contraband at nearly two times the rate as blacks who were searched without consent.​
    • The Department of Justice’s investigation into the behavior of police in Ferguson, Missouri, found “a pattern or practice of unlawful conduct within the Ferguson Police Department that violates the First, Fourth, and Fourteenth Amendments to the United States Constitution, and federal statutory law.” The scathing report found that the department was targeting black residents and treating them as revenue streams for the city by striving to continually increase the money brought in through fees and fines. “Officers expect and demand compliance even when they lack legal authority,” the report’s authors wrote. “They are inclined to interpret the exercise of free-speech rights as unlawful disobedience, innocent movements as physical threats, indications of mental or physical illness as belligerence.”
    “African Americans are more than twice as likely as white drivers to be searched during vehicle stops even after controlling for non-race based variables such as the reason the vehicle stop was initiated, but are found in possession of contraband 26% less often than white drivers, suggesting officers are impermissibly considering race as a factor when determining whether to search,” the authors wrote. Nearly 90 percent of documented uses of force by the Ferguson Police Department were used on African-Americans, and every documented use of a police canine bite involved African-Americans.
    • In Chicago, a 2016 Police Accountability Task Force report found that “black and Hispanic drivers were searched approximately four times as often as white drivers, yet [the Chicago Police Department’s] own data show that contraband was found on white drivers twice as often as black and Hispanic drivers.” The police department’s own data, the report found, “gives validity to the widely held belief the police have no regard for the sanctity of life when it comes to people of color.”
    • A 2014 analysis of Illinois Department of Transportation data by the American Civil Liberties Union found the following: “African American and Latino drivers are nearly twice as likely as white drivers to be asked during a routine traffic stop for ‘consent’ to have their car searched. Yet white motorists are 49% more likely than African American motorists to have contraband discovered during a consent search by law enforcement, and 56% more likely when compared to Latinos.”
    • A 2015 analysis by The New York Times found that in Greensboro, North Carolina, police officers “used their discretion to search black drivers or their cars more than twice as often as white motorists—even though they found drugs and weapons significantly more often when the driver was white.” That pattern held true for police departments in four states. In Greensboro, “officers were more likely to stop black drivers for no discernible reason. And they were more likely to use force if the driver was black, even when they did not encounter physical resistance.”
    • A 2013 ruling by a New York Federal District Court judge found that the New York Police Department’s “stop and frisk” practices violated the constitutional rights of minority citizens of the city. Between January 2004 and June 2012, the city conducted 4.4 million stops. Eighty-eight percent of those stops resulted in no further action, and 83 percent of the stopped population were black or Hispanic, despite the fact that those minority groups, together, made up just over half of the city’s overall population. (The number of stop-and-frisk stops has dropped dramatically since its peak in 2011.)
    • A 2011 investigation by the Justice Department found that the Maricopa County Sheriff’s Office, headed by Joe Arpaio, had “a pervasive culture of discriminatory bias against Latinos,” and that the office also tried to interfere with the department’s investigation. The sheriff’s office “engages in racial profiling of Latinos; unlawfully stops, detains, and arrests Latinos; and unlawfully retaliates against individuals who complain about or criticize [the office’s] policies or practices,” the report’s authors said. (Arpaio responded by saying, “We are proud of the work we have done to fight illegal immigration.”)

    But yes avail us of all the tales of the evil black motorists to evil black crimes in black crime areas. :yawn:

    The Milwaukee report only concerned stops in high crime areas of the black communities. The purpose is to reduce crime in those areas.

    If whites in other cities are found to have contraband twice as often as blacks or Latinos then it follows that those whites are arrested at twice the rate of the minorities.

    Regarding 'illegal' stops. Anyone who doesn't want to get stopped drives very carefully. Therefore the cops have to be very creative in their reason for stopping people. They have many tricks. A favorite is to pull someone over because their "tail light is out". As they approach the car they tap on the tail light and it magically comes on. But 'while they're there' they engage the occupants. If they 'sense' something 'suspicious' they are 'justified' in going further which may include searching the occupants and the vehicle. All nice and legal like.
