I agree with you, Michie.

In order to follow a law, one first has to know what the law says.
Secondly, a person would also have to know the procedures necessary/required in order to follow the law in question.
And third, one also has to be willing to follow those procedures, and keep on following them, until results are seen. In other words, it's not enough to just "try" to follow.

You can't win a race until you do everything you can do and keep on doing that until you cross the finish line first.

And that right there is just why no race is won by following the spirit of the law.
There has to be 4 things present:
Intent,
action,
determination,
and follow through, in order to win the race.
