Trump is right. There are two phases on immigration reform.

Trump is attempting to get some of his immigration agenda attached to DACA fix that everyone supports, and will happen this week or next.

Trump has said that negotiations on Phase 2 could start the next day. This won't happen. The Republicans in the House are opposed to any substantial immigration reform, as they were last time the Senate negotiated a bill. As all know, the MINIMUM the Democrats will accept in legal status for the 11 million. They may even hold out for a path to citizenship.

This kind of discussion can happen with a Democratic majority in the House, in 2019. Under Trump, we have a real chance for immigration reform, including a merit based system, the end of the lottery, modification of chain immigration and lots more.
