Some like to confuse the Revelation 17 prophecy about the 7 kings, wrongly applying them all to Rome.

First rule to understand this. Rev.13 showed us there are 2 different beasts. One is a kingdom beast that has ten horns, seven heads, and ten crowns. The other is a person, the "another beast" of Rev.13:11 forward that is works great signs and miracles to deceive, as the coming Antichrist. The following moves description between both.

Rev 17:7-14
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.

That beast that carries the woman has ten horns and seven heads, so which beast is that? It's the kingdom beast of Rev.13:1 that comes up out of the sea.


8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

Where does the above beast ascend from? From the bottomless pit. That is the 2nd beast, the "another beast" of Rev.13:11 that comes up out of the earth (i.e., the pit). This is the Antichrist, and he is to be a king. So just as with the beast kings in Daniel 7, there will be a final one at the end of this world.


9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.

Back to the subject of the kingdom beast with the above verse. The seven heads mean seven mountains we are told. That is pointing to geographical areas on the earth, not seven hills of Rome though. It's about powers upon the earth. We are shown in Rev.13:3 that one of these seven heads suffers a deadly wound that is healed.


Back in the Revelation 12 chapter, which includes quite a bit of summary, we are shown the time when Satan drew a third of the stars (angels) to earth, pointing to his original rebellion against God in the time of old. We know that had to have happened prior to Adam and Eve in God's Garden, simply because Satan as "that old serpent" was already in his role as adversary in Eden. The Rev.12:3-4 Scripture reveals back at the time of Satan's rebellion, there was a beast system of ten horns, seven heads, but only seven crowns. That is actually given with the timing of his drawing a third of the stars to earth, which was at his rebellion of old.

So the beast kingdom of Rev.13 which is to have ten crowns instead of seven is actually a second... attempt of Satan's rebellion of old. Just as his rebellion of old started it all for the reason of this present world, likewise God is going to allow him to do it again for the end of this world. Very important to understand this.

10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.

These are beast kings of history, not all Roman emperors. Five were already past in John's day. The one in power in John's day was the Roman emperor Domitian. The 7th was yet to come, and still is yet to come in our day. The 7th will be the coming Antichrist for the end of this world. The "short space" is about the shortened time of "great tribulation" Jesus forewarned us about.


11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

Still on the subject of the beast king, a person. That idea of he was, and is not, points back to verse 8 about the one who was, and is not, but shall ascend out of the bottomless pit. That is about Satan himself as the Antichrist, not some pope or Roman emperor. Satan is the angel over the bottomless pit of Revelation 9. The pit is his heavenly abode, and the abode of the wicked.


He will be the 8th beast king also, which will be at the end of Christ's future "thousand years" reign per Rev.20. He will go into perdition of the "lake of fire" because God has already judged and sentenced him and his angels to perish (Isaiah 30:33; Matthew 25:41). He is of the seven, because all these beast kings serve as 'types' for what Satan originally tried to do against God in the time of old (a la Rev.12:3-4).

12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

These ten kings rule concurrently, meaning all at the same time. They only come to power when the kingdom beast appears. The "one hour" is a symbol for the short time of the tribulation at the end of this world.


13 These have one mind, and shall give their power and strength unto the beast.

14 These shall make war with the Lamb, and the Lamb shall overcome them: for He is Lord of lords, and King of kings: and they that are with Him are called, and chosen, and faithful.
