Daniel was not threatened for not worshipping the image that the wicked king had
set up. Only certain types of people were called to be there and do that. Daniel was
in danger at the time when the wicked wise men of the king could not tell him his
forgotten dream.

As chapter continues everyone was called to worship the image. Those you mention were there for the dedication of the image but all were called to worship. This was how daniels enemies knew where to find him not worshipping.

Daniel was not directly commanded but he was included in the command that all people in the Babylonian kingdom world wide were to worship the image
