According to Romans 2:28-29, God does not define a Jew physically, i.e. outwardly.
He only defines him spiritually, i.e. inwardly.

Romans 2
28 For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh:
29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.

That is consistent with ancient Scripture:

1 Samuel 16
7 But the Lord said unto Samuel, Look not on his countenance, or on the height of his stature; because I have refused him: for the Lord seeth not as man seeth; for man looketh on the outward appearance, but the Lord looketh on the heart.
