The Law of God is both perfect (Psalms 19:7) and makes nothing perfect, so it is God who makes us perfect, and obedience to His law is what that looks like. Being made to be perfect is about being made to be like Christ, and Christ set a sinless example of how to walk in obedience to God's law, so the God's describes the life of someone who is perfect as it describes the life of Christ. God's laws are His instructions for how to draw near to Him.

Obedience to any set of instructions is about putting our faith in the one who gave them to rightly guide us, which is why our faith upholds God's law (Romans 3:31) and why Jesus said that faith is one of the weightier matters of the law (Matthew 23:23).
Those Christ died for have been perfected forever Heb 10:14
14 For by one offering he hath perfected for ever them that are sanctified.

In Hebrews 10:10, it speaks about those who have been sanctified, in Hebrews 10:14, it speaks about those who are being sanctified, and in Philippians 1:6, he who began a good work in us will be faithful to complete it on the day of Christ Jesus, which is referring to a future time when we will be sanctified.

Those Christ died for, by His death they have been perfected forever, by that one offering. And yes they have been sanctified forever by the death of Christ.
