This does not seem to be the definition for atonement established in Lev. 4 and 5, so what is your definition?
The Hebrew word , ATONEMENT FIRST appears in EX 30:10 and reads , shall make ATONEMENT / KAPAR and stem is in PIEL which means to cover over and is translated ATONEMENT 71 X , PURGE 7 X , RECONCILIASTION 4 X , RECONCILE 3 X , FORGIVE 3 X , PURGE AWAY 2 X

35 “Do for Aaron and his sons everything I have commanded you, taking seven days to ordain them. 36 Sacrifice a bull each day as a sin offering to make atonement. Purify the altar by making atonement for it, and anoint it to consecrate it. 37 For seven days make atonement for the altar and consecrate it. Then the altar will be most holy, and whatever touches it will be holy.

I am interested in the atonement sacrifice and what defines it.

1. If ALL the sins of ALL men were laid upon Christ, then the sin of unbelief was too. That unbelief is a sin is clear from the fact that in 1 John 3:23 we read, "And this is His commandment, That we should believe on the name of His Son Jesus Christ." Refusal to believe in Christ is, therefore, an act of flagrant disobedience, rebellion against the Most High. But if all the sins of all men were laid upon Christ (as it is now asserted), then He also endured the penalty for the Christ-rejector's unbelief. If this be so, then Universalism is true. But it is not so. The very advocates of the view we are now refuting would not affirm it. And therein may be seen the inconsistency and untenableness of their teaching. For if unbelief is a sin and Christ did not suffer the penalty of it, then all sin was not laid upon Christ. Thus there are only two alternatives: a strictly limited Atonement, availing only for believers; or an unlimited Atonement which effectually secures the salvation of the entire human race.

2. If ALL the sins of ALL men were laid upon Christ, how could He say, "The blasphemy against the Holy Ghost shall not be forgiven unto men"? (Matt. 12:31) Observe that Christ here used the future tense, "shall not be." Note, too, He did not merely say to the blaspheming Jews that He was then addressing, "Shall not be forgiven unto you," but in order to take in all others who should be guilty of this sin, He said, "Shall not be forgiven unto men." It is worse than idle to raise the cavil that the sin here spoken of was peculiar and exceptional, i.e., committed only by the Jews there addressed. The fact that this solemn utterance of Christ's is found not only in Matthew, but in Mark, and also in Luke-the Gentile Gospel-disposes of it.

Without attempting to define here the precise nature of this sin of blasphemy against the Holy Ghost, it is sufficient now to point out that it is a sin quite distinct from unbelief. In Scripture "blasphemy" is always an act of the lips, not merely of the mind or will. For our present purpose, it is enough to call attention to the undeniable fact that none other than the Savior Himself here tells us there is a sin (other than unbelief) which "shall not be forgiven unto men." This being so, then it is obviously a mistake, a serious error, to say that all sin was laid on Christ and atoned for.

3. If ALL the sins of ALL men were laid upon Christ, how could He possibly say to certain ones, "Ye shall seek Me, and shall die in your sins?" (John 8:21) Christ was here addressing the Pharisees. The time was only a short while before His death. He was speaking, therefore, of that which lay on the other side of His crucifixion and resurrection. This is seen from the fact that He first said, "I go My way, and ye shall seek Me." Most evidently was He referring to His return to the Father. And yet He expressly declared that after His departure from this world, these men would "seek" Him (but in vain), and they should die in their sins. Their death would be subsequent to His, and their death should be in sins. The striking thing is, that these awful words were uttered, on this same occasion, no less than three times. For in John 8:24 we read, "I said therefore unto you, That ye shall die in your sins: for if ye believe not that I am, ye shall die in your sins." Note, carefully "die," not in your sin, but "in your sins." Here, then, is another indubitable proof that Christ did not bear all the sins of all men.

4. If ALL the sins of ALL men were laid upon Christ, why did the apostle Paul (under the Holy Spirit) write, "For this ye know, that no whoremonger, nor unclean person, nor covetous man, who is an idolator, hath any inheritance in the kingdom of Christ and of God. Let no man deceive you with vain words: for because of these things cometh the wrath of God upon the children of disobedience." (Eph. 5:5, 6) The "children of disobedience" (cf. Eph. 2:2) is a name for unbelievers. It views them as rebels against God. The passage now before us tells us why "the wrath of God" shall come upon them-"because of these things," looks back to what had been specified in the previous verses. God's wrath would yet descend upon them not only because of their rejection of Christ, but because they had been guilty of sins of immorality and covetousness.

It is remarkable that v. 6 begins with the words, "Let no man deceive you with vain words." It certainly looks as though the Holy Spirit was here anticipating and repudiating this modern perversion of God's truth. Men do now tell us that no wrath from God will ever fall on men because of the sins of immorality and covetousness. Men now tell us that God's wrath for all sins came upon Christ. But when men tell us such things, none other than the Holy Spirit declares that they are "vain (empty) words." They are empty words because there is no truth in them! Then let us not be deceived by them.
This arguemt assumes that the atonement is given without any conditions on its recept. The atonement is provided for all but is only received through faith. Analogy: The atonement is like a check that is only cashed by faith in Him.

Since Jesus took upon Himself the “sin of the world,” (John 1:29), His atonement is therefore available to all, though is only applied whenever people place their faith in Him, just like His illustration at John 3:14-15 of Numbers 21:6-9 shows. Before a person looked upon the serpent on a standard, was anyone healed? Before a person believes in Jesus, is anyone saved? God Himself established the condition, but Calvinists seek to revise God’s condition to imply that the atonement itself completes a transaction, in which the atonement itself does something to the individual which produces faith.

John 3:14 And as Moses lifted up the serpent in the wilderness, even so must the Son of Man be lifted up, 15 that whoever believes in Him should not perish but have eternal life.

Number 21:8 Then the Lord said to Moses, “Make a fiery serpent, and set it on a pole; and it shall be that everyone who is bitten, when he looks at it, shall live.” 9 So Moses made a bronze serpent, and put it on a pole; and so it was, if a serpent had bitten anyone, when he looked at the bronze serpent, he lived.​

God saves people, so it is not something we do or anyone else does.
And God does save people , BUT how does He save them , is a problem with a lot of people .

And the salvation began with Adam and Eve and what are your thoughts as to HOW they were saved ?

All mature adults have to fulfill the objective. The objective drives everything:
Has God given man a mission statement? (this is always good to have)

You can take any command in scripture and have Biblical support for calling that command “Man’s Objective” and have Biblical support for saying that, but there are two overriding commands all other commands are bases on and subordinated to.

Would “Loving God and secondly others with all our heart, soul, mind, and energy” be our Mission statement given as a command?

God is Love, but how do we define this Love and measure this Love?

This Godly type Love is defined by Jesus’ words and deeds (you can also use 1 Cor 13 and 1 John 4), so what is that?

Can we measure the “love” one being has for another being by the amount the Lover is willing to unselfishly sacrifice for the other being?

Is God this ultimate Lover? Would that “Love” compel even God to make beings that could Love like He Loves (this “Love of God” is totally unselfish [a measurement for pure Love] and thus is not for God’s sake at all, but is totally for the sake of others [which would also be God’s sake])?

So, if God is not doing anything for His own sake and everything for the sake of others, would He be expecting or needing anything from man or would God just be trying to give the greatest gifts He could give to man?

The reason this “Love” is the most powerful force in all universes is because it compels even God. So, to have this Love would make us like God Himself, so why does God not just make us with this Love and place us in heaven?

Are there something God just cannot do
: like make another Christ, since Christ was never made but always existed?

Could God place this Godly type Love in a person at his/her creation (an instinctive love) or would an instinctive love be like a robotic love and not like God’s Love?

Could God just force His Love on man against the “will” of man or would that be like a shotgun wedding with God holding the shotgun?

What does man need that he does not have instinctively in order for man to fulfill His Mission?

Man must have a very limited amount of autonomous free will to make at least the one choice to humbly accept or reject God’s Love (forgiveness/mercy/grace/charity).

Man’s objective seems to be to obtain and grow this Godly type Love to fulfill the mission (statement) of Love God and secondly others with all our heart, soul, mind, and energy.

Our “objective” while here on earth is to just accept God’s gift as it was given as pure charity, this will enable us to fulfill our mission.

God is not trying to get you to do something, but is trying to give you something.

The problem is not sin (unforgiven sin is a huge problem), because God will forgive our sins which helps us to Love (…he that is forgiven much will Love much….) God hates sin, but does allow it, so we can more easily accept His Love (in the form of forgiveness the easiest way for us to accept His charity). The problem is always our fulfilling our objective.

The Garden is a lousy (impossible) place for humans to fulfill their earthly objective and we can thank Adam and Eve for going through that example and providing us and them with that knowledge.

Sin is not only inevitable, but it is unfortunately necessary for humans.

The easiest way for humans to accept God’s charity (Love) is out of a huge need and that need is the relief from the burden of hurting others in the past (sin). By a free willing acceptance of God’s forgiveness, we accept God’s Love (mercy/grace/charity) and thus we will Love much since Jesus has taught us (we also see this in our own lives) “…he that is forgiven much will Love much…” Luke 7: 36-50.

This world is “very good”, but not “perfect” like heaven is perfect and does not have the same purpose as heaven. This messed up world is actually the very best place for willing individuals to fulfill their earthly objective.

Death is not “bad” in and of itself, but the way good people go home and the way bad people quit doing bad stuff.

It is truly tragic and unfortunate that Christ had to be tortured, humiliated and murdered in order to help willing humans in their fulfilling of their objective, but God is willing to make huge sacrifices to help willing individuals. It is also very sad other humans who had the opportunity to fulfill their primary earthly objective continued to refuse God’s charity to the point they would never of their own free will accepted God’s charity. These God Loved individuals will thus go to their death and destruction as a help to some other humans who have not refused God’s help to the point of never accepting His help.

There are some things that God just cannot do like create a being that was never created and the one important to us is instinctively create us with Godly type Love since that would be robotic type Love. God will also not force his love on us (a shotgun wedding) since that would be unloving on God’s part (there has to be reasonable alternatives to make it a choice [the perceived pleasures of sin]). The easiest way for us to get this Love is through accepting it as a pure charitable gift. The problem being humans (due in part to the needed survival instinct) do not like accepting Charity from a Giver that paid a huge price for the gift.

The easiest way for humans to accept God’s charity (Love) is out of a huge need and that need is the relief from the burden of hurting others in the past (sin). By accepting God’s forgiveness we accept God’s Love (mercy/grace/charity) and thus we will Love much since Jesus has taught us (we also see this in our own lives) “…he that is forgiven much will Love much…” Luke 7: 36-50.

Once we accept Godly type Love, we can truly Love, grow that Love and have the privilege and honor of Loving God (the forgiver) and others (God’s children) with all our heart, soul, mind, and energy.

Propitiation- the turning away of God's anger/wrath
Expiation- the covering for our sins

Through expiation—the work of Christ on the cross for us—the sin of all those who would ever believe in Christ was canceled. That cancellation is eternal in its consequence, even though sin is still present in the temporal sense. In other words, believers are delivered from the penalty and power of sin, but not the presence of it. Justification is the term for being delivered from the penalty of sin. This is a one-time act wherein the sinner is justified and made holy and righteous in the eyes of God, who exchanged our sinful natures for the righteousness of Christ at the cross (2 Corinthians 5:21). Sanctification is the ongoing process whereby believers are delivered from the power of sin in their lives and are enabled by the new nature to resist and turn away from it. Glorification is when we are removed from the very presence of sin, which will only occur once we leave this world and are in heaven. All these processes—justification, sanctification, and glorification—are made possible through the expiation or cancellation of sin. (gotquestions.org)

Propitiation vs. Expiation- The New Testament usage of hilaskomai and hilasmos, consistent with its precedent usage in the Greek Old Testament, speaks consistently of God’s atoning action in Christ directed toward sin on behalf of sinners, not human action directed toward God to satisfy God. The criterion for interpretation, Stott has said, “is whether the object of the atoning action is God or man.” “Propitiation” indicates an action by humans directed toward God, and “expiation” indicates an action by God toward sin and sinners. According to Stott's criterion, these texts favor "expiation" over “propitiation.” Given the choice of translating hilastērion either “propitiation” or “expiation,” therefore, “expiation” is preferable based on the textual evidence of both the New Testament and the Greek Old Testament. James Dunn summarizes well the case for preferring “expiation” to “propitiation” as a translation for hilastērion: Darrin W. Snyder Belousek, Atonement, Justice, and Peace: The Message of the Cross and the Mission of the Church (Grand Rapids, MI; Cambridge, U.K.: William B. Eerdmans Publishing Company, 2012), 247–252.

Purification for sin- καθαρισμός- katharismos: a cleansing, purifying, purification, expiation. Strongs 2512.

Thayers: a cleansing from the guilt of sins (see καθαρίζω, 1 b. β.): wrought now by baptism, 2 Peter 1:9, now by the expiatory sacrifice of Christ, Hebrews 1:3 on which cf. Kurtz, Commentary, p. 70; (Exodus 30:10; τῆς ἁμαρτίας μου, Job 7:21; of an atonement, Lucian, asin. 22)

Hebrews 1:3-And He is the radiance of His glory and the exact representation of His nature, and upholds all things by the word of His power. When He had made purification of sins, He sat down at the right hand of the Majesty on high;

Purification for sin is in the blood of Christ in the Atonement

Matthew 26:26-29

While they were eating, Jesus took bread, and when he had given thanks, he broke it and gave it to his disciples, saying, “Take and eat; this is my body.”27 Then he took a cup, and when he had given thanks, he gave it to them, saying, “Drink from it, all of you. 28 This is my blood of the covenant, which is poured out for many for the forgiveness of sins. 29 I tell you, I will not drink from this fruit of the vine from now on until that day when I drink it new with you in my Father’s kingdom.”

Hebrews 9:22
Because all things are purged by blood in The Written Law, and without the shedding of blood there is no forgiveness.

Hebrews 9
Now the first covenant had regulations for worship and also an earthly sanctuary. 2 A tabernacle was set up. In its first room were the lampstand and the table with its consecrated bread; this was called the Holy Place. 3 Behind the second curtain was a room called the Most Holy Place, 4 which had the golden altar of incense and the gold-covered ark of the covenant. This ark contained the gold jar of manna, Aaron’s staff that had budded, and the stone tablets of the covenant. 5 Above the ark were the cherubim of the Glory, overshadowing the atonement cover. But we cannot discuss these things in detail now. 6 When everything had been arranged like this, the priests entered regularly into the outer room to carry on their ministry. 7 But only the high priest entered the inner room, and that only once a year, and never without blood, which he offered for himself and for the sins the people had committed in ignorance. 8 The Holy Spirit was showing by this that the way into the Most Holy Place had not yet been disclosed as long as the first tabernacle was still functioning. 9 This is an illustration for the present time, indicating that the gifts and sacrifices being offered were not able to clear the conscience of the worshiper. 10 They are only a matter of food and drink and various ceremonial washings—external regulations applying until the time of the new order.

The forgiveness of sins is found only in the blood of Christ- His life which He gave as a sacrifice for sin. That is the heart of the Atonement. It is what the New Covenant is found upon His blood, His life which was given for our sins. Forgiveness is only found in His blood that He gave His life on our behalf. That is how are sins are removed and taken away. That is what the Law required for sin was the blood of the animal sacrifice.

There is no "punishment" above anywhere. There is a sacrifice provided which covers and provides forgiveness of sins. The entire book of Hebrews is built upon the OT Law and how it is fulfilled in Christ.

Jesus said He gave His life as a Ransom . Strongs 3038- Lutron λύτρον. the purchasing money for manumitting slaves, a ransom, the price of ransoming; especially the sacrifice by which expiation is effected, an offering of expiation. Thayers: λύτρον, λύτρου, τό (λύω), the Sept. passim for כֹּפֶר, גְּאֻלָּה, פִּדְיון, etc.; the price for redeeming, ransom (paid for slaves, Leviticus 19:20; for captives, Isaiah 45:13; for the ransom of a life, Exodus 21:30; Numbers 35:31f): ἀντί πολλῶν, to liberate many from the misery and penalty of their sins, Matthew 20:28; Mark 10:45. (Pindar, Aeschylus, Xenophon, Plato, others.)

Matthew 20:28- just as the Son of Man did not come to be served, but to serve, and to give His life as a ransom for many

hilastērion – the atonement is received by Faith.

Romans 3:25

God presented Christ as a sacrifice of atonement, through the shedding of his blood—to be received by faith. He did this to demonstrate his righteousness, because in his forbearance he had left the sins committed beforehand unpunished. NIV

whom God put forward as a propitiation by his blood, to be received by faith. This was to show God’s righteousness, because in his divine forbearance he had passed over former sins. ESV

The Atonement is received by faith. The offering of the Atonement for sin cannot be obtained apart from faith. The atonement for sin has been made and it cannot be applied to mankind apart from faith. Jesus has made an atonement for sin but it produces no reconciliation, no pardon from sin, no remission of sin unless is accepted or received by faith.

The fallacy of the sufficient for all, efficient for some with the Atonement.

We must go back to the gospel and what the scriptures teach about the good news of Jesus death, burial and resurrection as defined in 1 Corinthians 15.

1 Corinthians 15:17- And if Christ has not been raised, your faith is futile; you are still in your sins.

The passage declares if Christ is not risen, raised from the dead, resurrected then our faith is in vain and we are still dead in our sins. We are saved by His life/Resurrection not His death. His death atoned for sin but does not give life.

Romans 4:24-25
but also for us, to whom God will credit righteousness—for us who believe in him who raised Jesus our Lord from the dead. 25 He was delivered over to death for our sins and was raised to life for our justification.

Paul declares in Romans 5:10 the following: For if, while we were God’s enemies, we were reconciled to him through the death of his Son, how much more, having been reconciled, shall we be saved through his life! Cf Acts 17:31.

John 11:25-26
Jesus said to her, “I am the resurrection and the life. The one who believes in me will live, even though they die; 26 and whoever lives by believing in me will never die. Do you believe this?”

We know that faith comes by hearing and hearing by the word of Christ. Romans 10:17. We know that God saves those who believe – 1 Corinthians 1:21. We know that we receive the spirit and are sealed with the spirit through belief in the gospel- Ephesians 1:13.

Sin is the transgression of the law- 1 John 3:4. Sin is known thorough/by the law- Romans 7:7. The law is a schoolmaster to bring us to Christ- Galatians 3:24-25. Where there is no law there is no transgression of the law- Romans 4:14. Sin is not counted against anyone when there is no law. Romans 5:13.

In Colossians 2:13-15 we read the following: When you were dead in your sins and in the uncircumcision of your flesh, God made you alive with Christ. He forgave us all our sins, 14 having canceled the charge of our legal indebtedness, which stood against us and condemned us; he has taken it away, nailing it to the cross. 15 And having disarmed the powers and authorities, he made a public spectacle of them, triumphing over them by the cross.

Ephesians 2:14-15: For he himself is our peace, who has made the two groups one and has destroyed the barrier, the dividing wall of hostility, 15 by setting aside in his flesh the law with its commands and regulations. His purpose was to create in himself one new humanity out of the two, thus making peace, 16 and in one body to reconcile both of them to God through the cross, by which he put to death their hostility.

2 Corinthians 5:18-20: All this is from God, who reconciled us to himself through Christ and gave us the ministry of reconciliation: 19 that God was reconciling the world to himself in Christ, not counting people’s sins against them. And he has committed to us the message of reconciliation. 20 We are therefore Christ’s ambassadors, as though God were making his appeal through us. We implore you on Christ’s behalf: Be reconciled to God.

So, we see from the above scriptures it’s not sin per se that keeps the sinner from God it is unbelief. Faith is the issue. In Romans 5:1-2 we read the following: Therefore, since we have been justified through faith, we have peace with God through our Lord Jesus Christ, 2 through whom we have gained access by faith into this grace in which we now stand. And we boast in the hope of the glory of God

Its unbelief that keeps one from salvation and places them under condemnation. This is taught throughout the N.T. gospels and epistles. Here we see what Jesus and Paul declared below.

John 3:18: Whoever believes in him is not condemned, but whoever does not believe stands condemned already because they have not believed in the name of God’s one and only Son.

John 3:36: Whoever believes in the Son has eternal life, but whoever rejects the Son will not see life, for God’s wrath remains on them

Romans 11:20: Granted. But they were broken off because of unbelief, and you stand by faith.

Hebrews 3:19: So, we see that they were not able to enter, because of their unbelief. Cf Heb 4:6- unbelief
