Trump has done what no one would have imagined.
He has Democrats and Republicans working together on many, many joint efforts. Democrats having finally seen the light with regard to the military, intelligence services and sanctions. They approved the budget in the Spring. The Democrats strongly support the military leaders in the administration. They support US intelligence agencies and their leadership. Democrats almost ALL supported increased sanctions against Russia, Iran and North Korea. There are bipartisan efforts underway in many committees. Some are to investigate Russian actions and to draft anti-cyber legislation which almost assuredly have been rejected under Obama (and was). Some are to work together on VA issues. Some are working together on transportation issues. Some are even marking together on health care.
Trump can force as many up and down votes on what he calls his agenda, so that he can see what can pass with only Republican votes. He still has the power to arm-twist Congress into putting his bills or ideas forward. And then, Congress will get on with their work.
IMHO, Congress is working together much more now in opposition to Trump than they did in opposition to Obama.
Trump has little support in the Senate. of course, he knew that. he ran against the Republican establishment. Of course, most Republicans want to pass their agenda, which will need Trump's signature. That shouldn't be a problem. Trump just wants wins. Content is irrelevant. For example, signing the sanctions law was a great victory, sort of amazing since 5 out out of 535 supported his view.
