Flat tax of 17-20% will work if spending is cut enough? Well, sure.

A flat tax of 5% would work if spending were cut enough.

Well yes that's true, but the 17-20% figure was not based on drastic cuts in spending. Its more based on moderate cuts which would be fine with me. There are few agencies that could be cut all together.
