I believe, based on my own relationship with God, that He is very patient, very loving, very forgiving. That His rules were made to protect me from harm, and that sometimes I just cannot see that, so He is firm, and "stubborn," for my sake. He shows mercy that I cannot ever earn, and picks me up, with loving arms, when I fall or fail.
Verses for my view:
John 3:16-17
"For God so loved the world that He gave His only begotten son, that whoever believeth on Him should not perish, but have every lasting life. For God sent not his Son into the world to condemn the world; but that the world through Him might be saved."
Romans 8:39 "Nor, height, nor depth, nor any other creature, shall be able to separate us from the love of God, which is in Christ Jesus our Lord."
1 John 4:7 "Beloved, let us love another: for love is of God; and every one that loveth is born of God, and knoweth God."
Matthew 6:25-26
"Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will war. Is not life more important than food, and the body more important than clothes? Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they?"
