Salvador Panelo, spokesman for President of the Philippines Rodrigo Duterte, defended his boss on Friday, asserting that it was “not a crime” and is constitutional for Duterte to order national police to respond to people violating Chinese coronavirus quarantines by “shoot[ing] them dead.”

That headline is misleading.

President Duterte wasn't threatening ordinary citizens who might find themselves violating the quarantine, he was talking about shooting members of leftist organizations who may try to exploit the Coronavirus crisis to encourage civil unrest and rebellion against the government. The orders given to the police and government forces were to shoot in self defense if they felt their lives were in danger. They wouldn't feel threatened by ordinary citizens violating the curfews and quarantines that are currently in place and would deal with them accordingly.

Duterte is only trying to protect the rich from the poor.

Philippines is a poor country and don't have the welfare resources of rich countries due to severe corruption in the government.

It is a possible scenario for the poor to break the laws out of desperation.

Ultimately, this is the govenment's fault for not solving the problem of corruption in the first place. And naturally, the poor takes the blame. It's a banana republic, not a surprise at all.
