This is news to me, but very believable.

Basically, US Dems forced Guatemala to appoint socialist judges who then eroded laws protecting local businesses. Businesses lost money and Guatemalans lost work opportunites. Then US and UN NGOs encourage Guatemalans to make a run for the US border to find work.

IE, this is a well-engineered assault on US sovereignty.

Really ???

Exactly how likely is this ... from your Guatemalan source ...

Mario Duarte, Guatemala’s secretary of strategic intelligence, credited “policies of failure” pushed by Democrats in the State Department with driving migration from Central and South America to the U.S., offering his response to Beto O’Rourke’s analysis of the phenomenon ...

“As an official of the Guatemalan government, to be honest, there are many factors that have actually affected and caused the migration of our citizens to other countries, especially to the United States,” Duarte said. “Climate change, I would say, is somehow up there on the list, but in my view, personally, one of the major reasons we have this issue is because of the failed policies that Democrats have tried to impose on Guatemala and other Latin American countries.”

Duarte continued, “What am I talking about? To give you an example, we have had, in the past, State Department officials identifying themselves as Democrats. “On the day that President Trump was elected, those officials ultimately pushed for specific judges to be appointed to our highest courts in Guatemala — the Constitutional Court.”

I think it very likely.

What i find most glaringly absent, is that NO ONE addresses the "why" of those who are exiting Guatemala.

"Is it a lie?", is what i asked.
Is it?
Propaganda contains elements of truth so as to not be an overt lie. You need to see both sides and not accept one sides portrayal of the other. None of this actually has anything to do with Socialism vs. Capitalism as that was not the mandate of the United Nations-backed International Commission against Impunity in Guatemala.

The bottom-line question is.....

Is it a lie?

If so, kindly point out which part/parts are lies.

Thank you kindly.

I've already pointed out the premise that is untrue and upon which the conjecture is built. The CICIG has nothing to do with Socialism vs. Capitalism.

What has your response got to do with the question in my post?

The record shows that you wanted me to answer whether it's a lie that is being reported by Breitbart. But it's not that simple of an answer since Breitbart is reporting what is Duarte's own self admitted conjecture. It's therefore probably true that Duarte said this, but it's not actually factually provable what Duarte is intimating. I therefore said it is propaganda.

Why do I think it is propaganda what Duarte said? Because, the CICIG was established to help the Guatemalan government to fight organized crime with clandestine networks that stretch as far back as when there was military rule. Please note that any intervention by the U.N. to affect the established power to corruptly control the state and wealth of a country can be characterized as pushing socialism. President Morales has his reasons for wanting the constitutional court abolished, but whether the court is corrupt or the Presidency is, remains arguable.

You asked me if it is a lie what Breitbart reported, correct? Breitbart reported that Duarte fact-checked Beto O Rourke. There were no facts presented by Duarte since he admitted it was his own conjecture.
