I don't think anyone's criticizing her performance. She hasn't even been elected yet. The criticism is of her worldview, her politics, her ideology - which will eventually DRIVE what she seeks to do.

Obviously what they were doing before wasn’t working or they wouldn’t be “the third poorest mid-sized city in the country.” The people of Buffalo felt it was time for a change.
