You could google "How to Stabilize a grow light stand" for a more professional answer or you could use the handy man's secret weapon and just connect the bottom of one side to the top of the other forming an X with duck tape.

My bathroom stand (from a shop) was like that. I left off worrying for a few weeks then "screwed it up" a bit more (my wrists are weakish). As it has several levels, heavy weights on the lowest ones also helped.

As you can tell, I like to not rush a job.

If you have a bag of potting soil, lay it over one of the horizontal bases the vertical poles attach to.

I'm guessing its wobbly from the 90 degree joints where the tubes meet.

Depends how handy you are with tools. I might make small triangular gusset plates out of some thin plywood and bolt it through the steel tubes where they intersect. Some good washers on the steel side so you dont crush it or maybe the plywd plate on both sides.

I like that, but don't have smart men in my family except very, very far away. My three brothers are way far away.

Looking at the frame the wobble has a few possible causes:
  • Looseness/movement in the joints where the crossbar meets the vertical legs
  • Looseness/movement in the joints where the legs meet the feet
  • 'Bendiness' in the legs - they look pretty spindly
  • A combination of the above

An easy way to fix the looseness in the joints is to pull them apart and put them back together adding a wipe of all-purpose glue. Make sure you apply the glue to the inside of the tubes - not the corner bracket - so that it won't ooze out when you press the bracket in. Be careful that you have everything oriented properly and do one joint at a time - you won't get a second chance.

One way to make it more stable is to run a couple of pieces of 2 x 4 from one foot to the other. If you sit your plant pots on these the weight will keep the frame fairly stable.
