Historically, political meddling has been an important part of the transition phase. Influencing the politics is a prelude to simply appointing the rulers of client states.

This goes back to Akkad hacking elections in Lagash and Uruk. They would spread fake news on clay tablets and get folks riled up about what the deep state was really up to in those ziggurats. Unfortunately, the "sheeple" didn't "wake up" soon enough and they forfeited their hard won heritage of Mesopotamian culture to the Elamite invaders.
