Do Lutherans believe that conversion happens the moment you believe and confess (10:10), the moment you call on the name of the Lord (10:13), with just the faith statement, without the requirement of baptism?

Or, do Lutherans believe that, apart from a confession of faith, water baptism is required for conversion (e.g., baptismal regeneration)?

If the LCMS, WELS, LCC, ELCA is any different, please state the difference between them.

We look to Romans 10:17, that it is the Word that creates faith, as no one can call on the name of the Lord unless they hear and trust the Word, after all the Apostle has said "no one can say Jesus is Lord except by the Holy Spirit" (1 Corinthians 12:3). It is not our act of confessing that saves us; it is the grace of God alone, through faith alone, on Christ's account alone that saves us; and God appropriates salvation to us through the Means of Grace--Word and Sacrament. Therefore we confess that the baptized have received this Word, and therefore have faith; as the Scripture says, that Christ has cleansed His Church through the washing of water with the Word (Ephesians 5:26).
