You need to learn how two sets of angels interact with each other, and get their tasks done.
John saw a new vision. He is not continuing the time of the 6th seal straight into chapter 7.

saw four angels - John did not use the definite article at this point. He is seeing this set for the first time.
another angel enters as ascending out of the east -
He is the last angel of seven angels in another set showing up in this vision.
To get to the angels that can come seal people, we need angels that wear linen. That takes us to Rev. 15 where John saw them leave the temple in heaven.
This will also require Rev. 12 and 13 to occur in chapter 7.
Rev. 12....saw - a great wonder...another wonder...
chapter 13 - a beast....the beast....
chapter 15 saw - another sign...seven angels....the seven angels...wear linen
John saw - another wonder. It means that he is not just now seeing the first wonder.
John saw in Rev. 7 - another angel...out of the east.
He is not the only angel coming from the east. He will speak as to we. He is referring to the others that came out of the east before he did. This set of angels that seal people will return to heaven...stand before God...and tell how many they sealed.
This is why John heard the numbers, and Rev. 8 refers to - which stood before God.
