No, the only limits are on how many we can give in 24 hours (40). When Andreha started these threads, he did so with each thread targeting a single person, whom we'd all rep; then when that person was maxed out, he'd start a new thread for someone else. After about 10 such threads, he decided to open it up to what it is today - "Reps for anyone you feel deserves it, anywhere on the forums." The result has been to see more people maxed out in fewer threads. We're up to about 185 or 186 people maxed out in these threads (that were reported here - there are actually a number more). So this is probably more efficient a method if the goal is to max more people out quicker.
