People smuggling? Nope. Its an eCommerce hub served by dedicated freighters. Pretty hard to smuggle people, unless they're the flight crew. It will also have a US CBP presence inside the freight terminal.
It's also not going to be the easiest point in the US for international cargo to arrive at. Some other US airports, border crossings and ports have already got the joint US CBP-Mexico SAT customs operations. Basically all it does is put the customs inspections in a single place at a single time by both parties, eliminating double handling.

Oh, and the concerns about ties to PRI and corruption are REALLY a stretch. As far as I can determine, funding has been in place since 2016 and Mexican funding is minimal, tied to a single company. I don't have time for a full SEC EDGAR records check, but if anyone can be bothered all the information on financing will be publicly available.
This seems to be OAN's usual weird combination of distorting relatively straightforward and typical arrangements into some nefarious conspiracy.
