Why will there be people in heaven?

1) Because of a positive decree of God to save people for His own glory

2) Because God got lucky and some people just happened to go along with His salvation plan (though there was no guarantee that even a single person would)

3) Because God knows all possible universes so created the "best one" in which the most people went along with His salvation plan

4) Because God wants it. (Heaven will be on Earth.)

Although, I do sometimes think it is 3), apologetically because I believe that God wants everything to progress naturally (even though He could allow everyone in, and make everyone perfect.)
