I don't think so - I read a good argument that this was never meant as anything other than a backdoor into permanent tax cuts. Any cuts labeled as such have to be "revenue-neutral" and needs a two-thirds majority, but a reconciliation bill can be passed with a simple majority (which the Republicans might manage in the Senate).

They don't like the bill they got from the House, that is for sure. I think the CBO score will be bad.

I doubt very much that the House liked its own bill -- they only passed it knowing the Senate would reject it... thus absolving themselves from blame.

The Senate, of course, will do the same, thus returning the favor.

But the point is that any such bill is going to be a complete and total disaster for the American people (by which I mean all of them, not just the rich) as soon as it's enacted -- and the GOP in both houses know it.

And yet, they did promise to "repeal and replace" Obamacare, so they have to at least go through the motions.

And there is no greater chamber for going through the motions of something without actually doing it than the legislative branch. Trump is at least smart enough to realize this -- why else would he bypass them with Executive orders all the time?
