Romans 13:8-10
King James Version (KJV)

8 Owe no man any thing, but to love one another: for he that loveth another hath fulfilled the law.

9 For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself.

10 Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.

To whom is this being said and why should one obey it?
An atheist might like the sentiment express, but realisticly know he could not afford to follow them.
Why should a hindu or a muslim follow these commands?

These are questions you have not made the answers clear in your post.

Even Christians have to have money to live.

Even Christians have to have money to live.
Where in the original post does it say that?
The post is just a quotation of scripture taken at random and we are expected to make sence of it.
To the posters surprise the bible does not work like that. It is not a mystic promise box, pull an unrelated promise out and expect it to work.

No the bible is to be applied logically and reasonable to our lives.

You can love someone and still expect to get paid for your services.

Even Christians have to have money to live.

It doesn't say not to earn money. It says to pay all u should so the only debt you have is a debt of love. Where are you getting that people shouldn't pay you?

Love Fulfills the Law
8 Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.
9 The commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,”and whatever other command there may be, are summed up in this one command: “Love your neighbor as yourself.”
10 Love does no harm to a neighbor. Therefore love is the fulfillment of the law.
