What are your thoughts on this idea?

Most modern day countries see the value in "education" though that means many different things to many different cultures.

But not only that, do those in power have an obligation to head off ignorance, or clarify misinformation from legitimate, learned sources?

I think the state has the obligation/task/responsibility/whatever to furnish circumstances which allow the citizens to meet their full potential.

To paraphrase Dr. McCoy, "There are certain absolutes. One of them is the right to a free and unchained environment and conditions which permit growth."

Education is a means to an end.

Are you assuming that those in 'power' are themselves 'informed and intelligent'? I suggest that this is often not the case or, that they are informed in certain areas, but not others.

No, those in power have no obligation to anyone. One of the most dangerous things someone in power will deal with is an informed and intelligent citizenry.

One of the first things an authoritarian government will do is destroy the education system.
