Was the article read? I volunteer at the mission and we want used clothes too. But the article is speaking of the recycling of clothes and competing in that market.

I recommend the whole article is read. It is quite interesting and presents situations I never thought about associated with clothing.

Last paragraph of the article:

None of these options can replace Panipat and other mill towns that rich people's rags into cheap clothes for the poor. But, like it or not, that era is coming to an end. Now the challenge is to stitch together a new set of solutions.
