Meanwhile, the state allows secular businesses, including casinos, restaurants, movie theaters, gyms, hair salons, bowling alleys, and water parks, to operate at up to 50 percent capacity, granting access to hundreds of patrons at the same time.

So how can it be justified that businesses like the above can operate at 50% capacity but churches get 50 people no matter the size of the building? If things are deemed safe enough at 50% capacity for casinos why not for somewhere that might be just down the street?
