The leadership of both major political parties, and other stakeholders, are scheduled to meet at the Jamaica Conference Centre in downtown Kingston this afternoon, to start discussions on a national crime strategy.

Crime figures continue to climb despite SOEs


The Issues

- First of all the state of emergency is unlawful. You can have police and soldiers patrol areas effectively the same way like in a state of emergency without putting someone in jail for months without charging them with any crime.

-When crimes occur two things need to be clearly stated. In communities controlled by dons, criminal activity cannot take place without the dons knowledge and approval, this includes stealing. Therefore if communities like this have a lot of crimes taking place, the police already know who the main supporters are. So if police in these are puzzled at who the perpetrators could be then something is wrong. Yes, in these communities people can commit crime like domestic violence etc which does not involve a gang, but these communities are so controlled that no stranger can simply comes in these communities and commit crimes.

If crimes occur in an area not controlled by dons then the perpetrators could either be gang members from other areas involved, or individuals/groups carrying out crimes in these areas that are not apart of a gang. This can include persons paid to commit murders (contract killings), domestic violence etc

- For persons supporting NIDs as a means to reduce crime, please note that Australia has no National Identification system, and their crime rate is very low. What did Australia do to achieve this? The United States crime rate is lower than ours and they have no National Identification system.

NIDs is being touted as a quick and effective way to reduce crime in Jamaica but in reality NIDS not a crime fighting tool. It is a tool used by dictatorial persons to control their population like in China, detaining people who is against communism etc.

Facial recognition technology (which is an extension of NIDS in my opinion) will not work because of accuracy issues, and the misuse and abuse of this technology. Additionally using facial recognition technology to identify criminals quickly will not work.

Furthermore criminals are adapting their behavior in order to prevent themselves from being identified on camera, so when people cover their faces it makes it more difficult to find that individuals.


Solution

So what is the solution then? Consider the following

- People can use live streams (YouTube Live Streaming for example not pre recorded video) to capture criminal activities, and the person who streamed the video does not have to appear before court, because it was recorded live on an external system. This will encourage more persons to expose crime without the same fear of retaliation. Please note that the creators of these videos are still subjected to retaliation so caution and care is needed.

In some communities for example, criminals walk up and down with their guns on full display, not being afraid of being caught on camera because they know even if caught on camera people would be reluctant to testify against them. But if live streaming is taking place using a personal or public camera system, this can be a game changer in reducing crime.

No technology is perfect, but I believe live streaming criminal activities will help to expose criminal behavior.

As I have stated before, removing the gangs. dons, extortionists, murderers, rapists, from communities permanently, putting them in prison for their entire life without a chance of parole, and then putting them in solitary confinement permanently is the most effective way to deal with these types of criminals.

This would require bigger and better jails being built to accommodate this.
