You don't know what you're talking about. The passages you quoted from Luke and Hebrews are the fulfillment of Jeremiah's prophecy. The only difference between the old covenant and the new is that the former was written in stone and the latter was written in the hearts (minds) of those who live by Jesus' example.

Even the relevant distinctions become less relevant as we have more control over our individual environments. I'm tempted to agree with you, but I know of plenty of people claiming to be devout Christians who do hold racist ideals. I think this is very wrong, but I'm not willing to go as far as to say that they are not "true" Christians (whatever that might mean).No true Christian would hold to racist ideals...
