I don't see anything earth shattering (but I'm not sure what it is you're looking for). Just because gentiles don't become Jews when believing on the Messiah they nonetheless gain what they did not have - promises and responsibilites. Those who were not part of that original group nor have joined since, either to the Jews or to the Messiancs are still where they were then.
A child on this earth adopted into a family takes on the family's name, the family's relatives (good and bad), takes on the family's traditions, and will eventually think and act as the family does. The one thing they do not do, cannot do is take on the family's genetics. They will probably not be able to donate bone marrow if it was necessary to save a member of THEIR family but that is really rather minor, because sometimes not all family members naturally born, cannot do this. Nevertheless, they BELONG to that family in each and every way on a daily basis fully and completely. The family does not change to accommodate them, they grow and learn to become an integral part of the family.

Joshua 8:33
All Israel with their elders and officers and their judges were standing on both sides of the ark before the Levitical priests who carried the ark of the covenant of the LORD, the stranger as well as the native. Half of them stood in front of Mount Gerizim and half of them in front of Mount Ebal, just as Moses the servant of the LORD had given command at first to bless the people of Israel.

All categories would apply according to the verse above, as the native was there and also the stranger. And how could it change for those who are in Diaspora, when the fact is the Torah was given in Diaspora... in my opinion, the only commands that specifically required the land would not apply to those in exile, all the rest would continue to apply no matter where.

Well, for one thing this was written specifically to Jews ONCE they were in the Land, after they left the "Diaspora" of Mitzryim and b'Midbar.

Yes, but I found it thought provoking that this ceremony/activity/admonition specifically did Not take place until Israel entered the Land.

Of course Deuteronomy excludes strangers as it list the tribes on each mountain.
