One thing I think of is 1 Peter 3:4 >

"rather let it be the hidden person of the heart, with the incorruptible beauty of a gentle and quiet spirit, which is very precious in the sight of God." (1 Peter 3:4)

We love God, by being in our character the way that is pleasing to Him > gentle and quiet in His love.

In His Sermon on the Mount, Jesus starts right off with how to be . . . not only how to act or what to do or how to think. Jesus could have said anything, at all, at the start of this sermon; but He starts with how to be. And I think this means how to be in our character so we stay this way.

CHARACTER with staying power?
As though our character is perfect?

HOW TO BE - I like that!

Care to comment on Romans 8:23 ?
We (not in St. Paul's time only),
OF THE CREATURE, THAT "OF VANITY," (Where Plato's Form reigns supreme is in vanity.)
That creature, "of the bondage of corruption, (We don't talk, we don't talk about that enough!)...

Anyway, groaneth and travaileth.
(In pain if travaileth TOO !)

It seemeth "firstfruits of the Spirit," (groaning within) leading to redemption of entire body, means what goeth beyond is (whateth goeth?) is, is GROANING OPENLY (groaning at least)
MOANING GROANING PAIN SHREIKS ?
Anyway, there probably is a limit to how "Pentecostal" one wants to get.

"Groanings which cannot be uttered" will be uttered?

"GROANING UP" LOVING. Upper level of groaning.
"The mind of the Spirit" is loving, right?

So mature loving would be noisier would it not? Beyond bare utterance even.

What to HOPE FOR, the GLORIOUS LIBERTY of much loving. (vs. 21)
(Hope means "work for, of course." "...With patience wait for it, since know are doing all we can.)

[Just a few thoughts on Romans 8.]

Are any and all lovers lovers of God?

Perversion lovers ("the bondage of corruption" for sure - Romans 8: 21) would not be lovers of God.

Lovers of the world and the things of the world would not seem to be lovers of God.

True lovers of true loving would by definition be God lovers, would they not?

Romans 12:2
And do not be conformed to this world, but be transformed by the renewing of your mind, so that you may prove what the will of God is, that which is good and acceptable and perfect.

Matthew 5:48
Therefore you are to be perfect (mature), as your heavenly Father is perfect.(Holy, sinless model)

perfect ...Greek 5046... teleios...
brought to its end, finished; wanting nothing necessary to completeness; consummate human integrity and virtue; full grown, adult, of full age, MATURE

OP: Q: "Mature lovers of God ... how would you define them?"

A: Those believers who, in the PROCESS of SANCTIFICATION, guided and comforted by the permanently indwelling of God the Holy Spirit,
can spiritually discern the "word of God" and right from wrong.

Hebrews 5:13-14
13 For everyone who partakes only of milk (of the "word") is not accustomed to the "word of righteousness", for he is an infant.
14 But solid food ("strong meat") is for the MATURE, who because of practice have their senses trained to discern good and evil.

James 1:4
And let endurance have its perfect result, so that you may be perfect and complete, lacking in nothing.

1 John 4:18
There is no fear in love; but perfect love casts out fear, because fear involves punishment, and the one who fears is not perfected in love.
