38 “You have heard that it was said, ‘An eye for an eye and a tooth for a tooth.’

******Jesus Christ is referencing 'an eye for an eye and tooth for a tooth', which the people had heard once before, doing a quick search on this we are able to find that it seems to have been written in a famous legal code by Hammurabi, who lived from (1810-1750 BC) and was the sixth king of the First Babylonian Dynasty of the Amorite tribe.

39 But I tell you not to resist an evil person. But whoever slaps you on your right cheek, turn the other to him also. 40 If anyone wants to sue you and take away your tunic, let him have your cloak also. 41 And whoever compels you to go one mile, go with him two. 42 Give to him who asks you, and from him who wants to borrow from you do not turn away.

Jesus Christ goes on to tell his disciples, about what to do when under persecution.

*Matthew Henry's Concise Commentary - The plain instruction is, Suffer any injury that can be borne, for the sake of peace, committing your concerns to the Lord's keeping. And the sum of all is, that Christians must avoid disputing and striving. If any say, Flesh and blood cannot pass by such an affront, let them remember, that flesh and blood shall not inherit the kingdom of God; and those who act upon right principles will have most peace and comfort.

*I would go to say that in some situations it may be necessary to seek help in the cases of abuse, and from mental abuse other some people may inflict on someones life. Call for help from a friend or a neighbor or contact police if your life is endangered.

43 “You have heard that it was said, ‘You shall love your neighbor and hate your enemy.’ 44 But I say to you, love your enemies, bless those who curse you, do good to those who hate you, and pray for those who spitefully use you and persecute you,

Jesus Christ said that it had been heard you shall love your neighbor and hate your enemy. Going on to say to we are not to hate our enemy, instead we are to forgive them that have done us wrongly by the power of forgiveness we can be set free and transformed. So we hold no angst, hatred, anger towards others by having understanding that we are all humans and we all have troubles with our flesh.

Who is our enemy? Anyone that may try to knock you down, discourage you, laugh at you, mock you, blame something on you for something had nothing to do with.

******Our response to the people who are like this should be that of forgiveness, to pray for them, to even do good to them despite the ridicule, of course personal space is necessary depending on where these people may be (there are just some people you may simply can not get along with, and keep your self distanced the choice we have is to love and not hate). Be it at a work place, family, or any place.

******By living in the spirit we can have power over the flesh that makes us desire to lash out in anger, say mean things back, curse death upon them or misfortune, the spirit (Galatians 5:1-26) (Colossians 3:5-17) (Romans 8:5-14) helps us so we can pray, and forgive while loving them because of the understanding, self-control, kindness, gentleness, and self-control that comes from the Father of all good gifts (James 1:17) that come from above which is Love.

45 that you may be sons of your Father in heaven; for He makes His sun rise on the evil and on the good, and sends rain on the just and on the unjust.

******In the book of John 1:12, it is stated that as many people believed and received Jesus, to them he gave the power to become sons of God, even to them that believe on his name.

This is about being a son, or a daughter of God in which Jesus is speaking about here.

It's telling us that we are able to forgive, understand, be self-controlled during times of trials that come upon our life as believers in the Christian Faith, as a son of daughter of the Christian Faith.

******This also has to do with suffering (Romans 8:18) in the fact of we have to seek to be with the spirit, and not of the flesh so we can be sons or daughters of God even though the flesh and spirit war (Galatians 5:17) and cause us to suffer in our flesh. This is predicated on individual choice in life, either someone will lash out from their flesh and try to get right (as it has been said and eye for and eye, a tooth for a tooth), or they will forgive, pray, try to seek amends or move on forward with their life and pray for those who are still lost and in the darkness of their own individual heart. (Christian Suffering)

46 For if you love those who love you, what reward have you? Do not even the tax collectors do the same? 47 And if you greet your [c]brethren only, what do you do more than others? Do not even the [d]tax collectors do so? 48 Therefore you shall be perfect, just as your Father in heaven is perfect.

Jesus Christ is now speaking of if you love the people who love you, what difference does it make? Be mature, and love everyone. (Romans 12:18, Hebrews 12:14)

Pursue peace with all men, as far as it depends on you as an individual.

Jesus advised, if someone asks you to go a mile go two (Matthew 5:41).

There was a law allowing a Roman soldier to force a civilian to carry his gear for a mile. Jesus asked his followers to go an extra mile.

I don't wear either a tunic or a cloak, so this doesn't apply to me.
