Remember that there is a distinct difference between the gift of "other tongues" as manifest at times when others actually hear their own language spoken from those who don't know that language, and the gift of tongues that is for private devotion.
One is a gift for ministering to others, and is spoken in known languages, or requires an interpretation. Not everyone has this gift, but it is manifest as the Spirit wills.
The gift of tongues that we pentecostals believe is for everyone is the devotional gift where we speak not unto men, but unto God, and in the spirit, we speak mysteries. It is for self edification according to the Bible, and not for public ministry.
One reason some people are apprehensive or hold back from speaking in tongues is because they don't feel that what is coming out of their mouth is a legitimate language in their estimate, and they don't want to be fake or insincere.
But most people who speak in other tongues (the devotional kind) start off with what sounds like repetitious gibberish to our ears. If we continue on in it by faith, it develops more, but to my ears, still seldom sounds like a fully cultivated language (in some people, it does).
We have to be careful not to define the gift by our own expectations. "Stammering lips and another tongue." Does it have to sound like a complete vocabulary?
Things that have helped me cultivate this gift: attending an intercessory prayer group that met an hour before church, attending a pray group that met in a home for an hour of praying in the Spirit, playing worship music while praying.
I know some people only see its value in spontaneous expression at certain times, but I am convinced that it was intended to be the deal-breaker for end time believers. It is a unique New Testament gift that is supernatural. It was intended to be initiated by believers to pray out the mysteries of God, pray for the things they knew not how to pray for, and to edify themselves. There is a reason Paul spoke with tongues more than everyone else, and its the same reason he desired that all disciples spoke with tongues.
