Nobody builds houses for poor people in any part of the country.
Chicago is not a great example, because it's much colder there
and the poor do not flock there for the weather. Plus Chicago has jobs.
This also keeps the poor away. When Wisconsin had liberal welfare
people flocked here from the Carolinas and Detroit. I lived among them
as an apartment manager so I know where they came from.
I heard them literally dancing around the apartment singing
"I got a check, I got a check" when the welfare check came in.
California is not going to build housing for street people who enjoy the best weather in the nation for sleeping outdoors. Plus, you can't beg for money in poor states.
