According to the Bible, "at birth".
The Old Testament lists penalties for many crimes, including murder. Injuring a pregnant woman such that she loses her baby is not "murder", it's "property damage". It's right there in the book.
I personally think it's probably more accurate to look at viability, or possibly brain function, but... It's a fuzzy area, because we don't really know what makes the death of one clump of cells "murder" and the death of another "medical care". We have a number of emotional responses which, for most people, end up being inconsistent if you look at all the weird special cases.
Probably the most comprehensive way to look at it, taking the most things into account, is to introduce gradations of "life", such that killing a person in cold blood is "100% murder" and killing a cancer is "0% murder", at which point, we find that killing a zygote is perhaps "1% murder", but killing a baby at 8 months is probably "95% murder".
But it's really not all that cut-and-dried, from a scientific standpoint. About 40% of babies conceived spontaneously abort without anyone doing anything about them. Do you mourn them? If not, any hostility towards people who advocate access to abortions during that first couple of weeks is sheer hypocrisy; if you *really* think they're "people", you should mourn them when they die. (In fact, most of the time, people don't even *know* that there was a pregnancy in such cases, unless they happen to be doing lots of blood tests.)
