Is it legalism for s church to dictate when a Bible Study Group meets and the topic of study?
Example: what days, time of month to meet........
all group will study the exact same topic............

Only if they threaten your destination as Hell if you refuse.

I think that's what I might call boring and maybe a tad bit controlling. Every church has its way of doing things.

It's not legalism, it's organized bible study and staying within a topic. One can always study on their own whatever or whenever they want and should do so as well.

Is it legalism ...
,
By definition, legalism is the false teaching that Christians are required to keep or obey Moses Law in order to be saved from hell when they die.

It is not legalism if Christians are taught to keep or obey Moses Law in order to be blessed and protected by God with a good and long life on earth. Even schools teach their students to obey school regulations. The national government will similarly reward or bless citizens who keep the nation's Law and punish/curse citizens who break the Law.

For Gentile Christians, wrt Moses Law, they should be guided by ACTS.15:24-29. "For My yoke is easy and My burden is light."(MATTHEW.11:30)

I would love to give an answer but it is impossible to say w/o further information whether this is legalism. What you describe could be several things as you do not give enough information. Is the study group to meet at the church or in a private home or somewhere else? Are the prospected attendees adults or school aged (non-adults)? Are you an adult? Have you discussed this with them and if so what is their explanation?

Its immaturity on the part of the members that they can't meet at a time they mutually agree on and study what they mutually agree on.
They are clearly suckling at the teat of the leadership and are unable to eat meat.

Is it legalism for ........

Legalism.

Leave it to churches to create a word that makes
following God's word sound like a bad thing.

Yeshua (Jesus) never used it, but he did talk about
workers of lawlessness or iniquity.
