“If Black civilians are more aggressive when a white officer responds, it could explain some of the effect. But if Black civilians are more cooperative with white officers — perhaps out of fear — the effects could be even larger than we observe. I don’t think either response would be surprising, though it’s nearly impossible to distinguish those from the officer’s behavior,” he said.

a white officer responds to a call in a predominantly black neighbourhood and this study shows they are more likely to fire their weapon than a non-white officer, which paints a picture of racial prejudice for white officers.

But I think the study could be argued as oversimplifying the cases (if infact this is all it shows) putting the racial reaction on the officer end only. if a white officer walks into a conflict in a predominantly black neighbourhood does the "predominantly black neighbourhood" also react differently to the white officer than they would a non-white officer? If the conflict was in a black minority neighbourhood likewise does the black minority neighbourhood react differently than the predominantly black neighbourhood to a white officer?

Ideally, an officer fires their weapon only when the situation warrants it. If we look at that in a vacuum then it would conclude the presence of white officers in a predominantly black neighbourhood becomes more violent from no fault of the officer (except from them being white). Life however is not in a vacuum and concluding this would be irresponsible. The study shows a trend but I wonder if it does so responsibly or is it just in another vacuum only presenting details to cast a particular conclusion? I'm not so sure if it conclusively confirms there is as broad of racial prejudice among white officers but rather it shows when a white officer enters a predominantly black neighbourhood it escalates quicker. As to why it escalates quicker needs to be looked at closer. Although that "60% more often" still holds, of this 60% which percentage are from a warranted level of force or from too much force?

Yes. That might indicate that white officers were even more aggressive with black citizens than the results indicated. But since there was no attempt to measure that effect, he didn't include it in the results. It's reasonable to think that it is a significant effect.

Since that wasn't observed by black officers in white neighborhoods, one tends to discount it; certainly one wouldn't think white citizens were less assertive than black citizens.

Denial won't help you. As you have learned, the data clearly show that white cops are more aggressive and more violent in black neighborhoods than black or white cops are in white neighborhoods. And yes, it's possible that some white racism may be covered up by blacks fearing white cops and being more passive with them. But even without that effect, the study shows that all those videos we're seeing are not exceptions, but the way things often go with white police.

It would not surprise me if white officers were simply more edgy when they are in all black neighborhoods that are known for crime. They may feel more like targets and out of place. This then in turn makes them respond differently than a black officer. If this is true then I am not sure how departments would overcome this. If we knew the cities it could help diagnose the reasons.

Different issue; from your link:

This article aims to answer this question: are white police officers more likely to use lethal force on minority suspects or people of a specific race? To answer this question, the authors construct a data set of all confirmed uses of lethal force by police officers in the United States in 2014 and 2015. They find that although minority suspects are disproportionately killed by police, white officers appear to be no more likely to use lethal force against minorities than nonwhite officers .

It only says that nonwhite officers kill nonwhites at about the same rate that white officers do. But as you just learned, white officers are much more likely to use violence against minorities than nonwhite officers do.
