Paul states He was chosen while still in His Mothers Womb.
We know Christ was Predestine, and John the Baptist.
This is just a perspective, how about certain individuals who were part of God's plans being called from the Womb?
John The Baptist recieved the Holy Spirit in His Mothers Belly.
Why limit God?
Could some Prophets or other Men of God be chosen?
We know God is no respecter of persons,yet He still chooses people to carry out His Will.
Those who are not called for His purposes Have a choice.
Why do we look in two directions ,when God is unlimited.
Elect not elect is a limitation on our unlimited God.
Paul caused a great deal of hurt and loss before God called him on the road to Damascus. Perhaps Paul forgot that he went astray from the womb before Jesus asked him to stop persecuting him.

I don’t think that free will would make forgiveness own merit. Forgiveness is offered freely and people can accept it, if they want, but they don’t have to. And if they accept it, it doesn’t mean it was given because they had done something to deserve it.

I don’t think that free will would make forgiveness own merit. Forgiveness is offered freely and people can accept it, if they want, but they don’t have to. And if they accept it, it doesn’t mean it was given because they had done something to deserve it.

Do you mean to say forgiveness for an individual through Christ's blood, wasn't planned by God before He created time?

No, I believe God knew what people will do on their own free will and prepared also salvation.

If forgiveness for an individual wasn't planned before He created time, what does the following mean?

"According as he hath chosen us in him before the foundation of the world (Ephesians 1:4)".

Sorry, if I have been unclear, I believe God prepared forgiveness for all people in the beginning. But it doesn’t mean people don’t have free will. And it is still also about do people want to receive it or not.

So why did He prepare forgiveness for those whom He knew beforehand would reject His forgiveness?

Maybe it would be more correct to say He prepared it for those who will accept it. But I think it is also possible that He prepared it for all so that no one could say they didn’t have a chance.

How is an all-knowing God, and an all-knowing from the very beginning God, continually frustrated, angry and such, by man's will...? and continually throughout the OT, etc...?

Because they are not happy about the judgment they get.
Ephesians 1:11: "being predestinated according to the purpose of him who worketh all things after the counsel of his own will".
When God has predetermined everything according to His own will including their judgment, why would He prepare forgiveness for them?
