Is it primarily about what you can do, should do, must do, etc. or is it primarily about Jesus?

I think the children of God are *part* of the scriptures in a Living way. Living examples of what is testified about in the scriptures. Each child of God may as well have a "Book of (insert name here)."
I believe the scriptures testify about Christ and, ultimately, what God is doing throughout history.
It's like reading about family members. Every day of their lives were inspired, and so reading about what they did is reading your family heritage. All part of a story unfolding, pointing to something, telling something, revealing something.
If you lived to be 90 years old, and walked with God for those 90 years ... yet had never read a single scripture or even knew they existed for that matter ... and you suddenly had the scriptures introduced to you ... you should be able to see how your life parallels that of other faithful individuals: Moses, David, Abraham, Jesus, etc. Your own life would have told a similar story (even though it may have played out wildly differently lol), with the same inspiration.
I love doctrine.
