Is Nunes in violation of House Ethics rules over his lawsuits?

"That means Nunes is either paying for the lawsuits out of his own pocket, promising to pay his lawyer a portion of any money they’re awarded in court at a later date, or flouting House Ethics rules that would require him to publicly disclose who is funding the legal work."

The article goes on to evaluate these claims, showing that it is unlikely (based on financial disclosure forms Nunes has submitted) that Nunes is paying for the lawsuit himself. Additionally, while his most recent campaign finance report shows his lawsuit from California -- one he ended relatively soon after filing -- the others are not on his campaign filings with the FEC.

It also mentions that the six (and allegedly soon to be seven, since Nunes claims he will sue AT&T over the release of phone records that show he -- or at least someone using his cell phone -- spoke with Lev Parnas) lawsuits likely each cost into the millions of dollars, with most of them being long shots to be able to win. As such, it seems unlikely that the lawyer is working the lawsuits for free, for a percentage of winnings.

Last, he could have founded a legal defense fund, except that a records check shows that no such fund exists. Under House rules, if Nunes had received donations to pay for his lawsuits, he would need to set up that type of defense fund.

So, it begs the question, who is paying for Rep. Nunes' lawsuits and is he in violation of House rules over this -- as well as the other ethics questions currently being leveled against him?
